Communications Officer (AJAR)

Learning for Transformation
to End Violence against Women and Girls

As part of the UN Women’s Spotlight Initiative, AJAR, together with ACbit and FONGTIL, are  facilitating a twelve-month ‘learning by doing’ program, to strengthen transformative approaches  to end violence against women and girls. Two decades since the restoration of independence, violence against women and girls remains entrenched in society. Understanding Timor-Leste’s  legacy of gender-based violence during the dark days of occupation is a key part of the solution to transforming society.

The ‘learning by doing’ project will focus on seven municipalities – Bobonato, Ermera, Viqueque, Baucau, Aileu, Liquisa and Covalima – to strengthen transformative approaches to end violence against women and girls by establishing a Learning Consortium. ACbit will lead the training of consortium members working to empower civil society, women survivors, and other community members to become agents of change, by developing innovative approaches to peer learning, empowering survivors, and halting the replication of a culture of violence. FONGTIL will focus on technical assistance for institutional development for selected municipal-level CSOs and CBOs, while building their capacities in other identified areas. FONGTIL has the potential to champion women’s organizations and other social movements focusing on combating violence against women and girls, and mainstreaming these approaches and concerns into every aspect of development work.

This project approach has four elements:

  1. Learning consortium: involving five national-level and 13 municipal-level CSOs and CBOs from seven municipalities, the learning consortium will implement the following steps: (i) conduct a reflection workshop; (ii) facilitate virtual exposure visits; and (iii) create a participatory monitoring, evaluation and learning or MEL plan.
  2. Knowledge facility: the knowledge facility will (i) produce manuals, case studies, short videos, and so on; (ii) conduct in-house training for members of the learning consortium, including in the areas of financial management, fundraising, organizational development, and M&E; and (iii) conduct trainings on participatory action research and social transformation.
  3. Learning innovations: members of the consortium will develop and implement innovative new approaches to learning, trainings, research studies, campaigns, and so on.
  4. Suco-level pilot projects: pilot projects will be implemented in seven municipalities, and awards for best village-level innovations and case studies will be presented.

Key Responsibilities:
Under the supervision of the Director and AJAR’s Regional Communications Team, s/he will contribute to providing Information Technology and Communications support. Tasks include to:

  • Facilitate good use of information technology and communication tools by providing assistance for AJAR’s internet-based communication (through social media and online meeting platform)
  • Provide assistance to AJAR staffs and partners to increase their capacity to  communicate key aspects of their work;
  • Support project publications and communications efforts online and offline;
  • Support monitoring, evaluation and reporting efforts by providing technical support on internet-based M&E tools;
  • Support production of reports to donors


  • Learning Consortium successfully implemented and maintained;
  • All online meetings run in a professional manner, including interpretation;
  • Communications tools developed and social media are regularly updated;
  • Equipment maintained.

Required Qualifications and Experience:


  • At least 2 years of experience in providing communications support;
  • Understanding of gender and development issues in Timor-Leste;
  • Ability to work with counterparts and team members.


  • Strong IT skills and willingness to learn;
  • Media and communication skills;
  • Ability to work in bi-lingual setting, with English, Tetun or Bahasa Indonesia.
  • Excellent communication and analytical competencies;
  • High degree of judgment, commitment and initiative;
  • Ability to work with a high degree of independence within assigned areas;
  • Strong interpersonal and teamwork skills; courtesy, tact and the ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
